JOAQUIN ANTONIO S. DILLERA

  

Atty. Joaquin is an associate whose practice spans general corporate and commercial law, litigation, project development, government procurement, and public-private partnerships (PPP).

He provides legal support to domestic and foreign clients on regulatory compliance, investments, and general corporate matters. His work includes the preparation of pleadings and legal opinions, as well as assistance in cases involving civil, criminal, labor, and administrative matters. He provides extensive support in PPP project development and bids and negotiations, including contract drafting, project structuring, research and documentation, for major infrastructure projects in the Philippines across sectors such as water and sanitation, solid waste management, property development, energy, information and communications technology and aviation.

His practice draws on prior experience in government service. While in law school, he served as a Procurement Management Officer with the Government Procurement Policy Board - Technical Support Office (GPPB-TSO), where he rendered advisory opinions on public procurement and participated in procurement activities. He later served as a Project Development Officer with the Public-Private Partnership Center of the Philippines, where he managed consulting contracts, supporting PPP projects in aviation, property development, and information technology.

He obtained his bachelor’s degree in legal management from the University of Santo Tomas in 2017 and his law degree from San Sebastian College-Recoletos in 2023. He was admitted to the Philippine Bar in 2025.
