- Mr. DESTURA obtained his Bachelor of Arts, major in Classical Philosophy, magna cum laude, at the Sacred Heart Seminary, Palo, Leyte. He later earned his law degree at the San Beda University in 1997 and was admitted to the bar in 1998. He obtained his Master of Laws (LLM) from the University of Santo Tomas (UST) in 2013. He also completed his Doctor of Civil Law (DCL) degree (cum laude) from UST in 2019.
- Immediately after passing the bar in 1998, he engaged in private practice and later joined the government service as Associate Professor of the College of Law, University of Eastern Philippines, Northern Samar. He was able to combine teaching and active practice, the courtroom and the classroom, in his pursuit of knowledge and expertise in the field of law. He taught Criminal Procedure, Political Law Review, Constitutional Law, Law on Public Officers, Election Laws and International Law; Commercial Law Review, Insurance Law, Negotiable Instruments Law, Business Organizations, Taxation Law Review, Taxation; Property and Legal Philosophy. Later, he was appointed Associate Dean of the College of Law and Sports Director of the same university, while continuing active law practice in various courts in the Philippines, handling criminal, civil and administrative cases, including election cases.
- In 2005, he joined the National Transmission Corporation (TransCo) and specialized in expropriation cases. He rose from the ranks, from Corporate Attorney II to III, and eventually in 2009, as Department Manager, Litigation Department, where he directed and managed the handling of all cases, particularly right of way and expropriation matters, filed by or against TransCo before all courts and agencies performing quasi-judicial functions. He honed his skill on expropriation and even wrote a thesis for his master’s degree in law entitled, “The Law and the Practice of Just Compensation in the National Transmission Corporation.” His remarkable thesis later became a guidebook for all Transco lawyers handling expropriation cases.
- In 2016, his managerial skills and experience in government procurement with TransCo eventually led him to work with the Procurement Management Service of the Department of Transportation (DOTr), as its Director, where he directed and managed all procurement activities of the Department and its attached agencies, relating to Procurement Planning, Purchasing, Contract Management and Monitoring. He concurrently Vice Chaired the Bids and Awards Committee, DOTr Central BAC, and regular member, Bids and Awards Committee of all sectors (Air, Road, Rail, Maritime) of DOTr, and Provisional Member, Bids and Awards Committee, Procurement Service-DBM-DOTr. He was also a Representative (DOTr), Review Committee, Government Procurement Policy Board (GPPB). In his stint with the DOTr, he was instrumental in the creation of two (2) manuals, the Procurement Manual and the Right of Way and Site Acquisition Manual for the DOTr.
- Mr. Destura is now back in private practice with CCV, bringing with him his experience as an educator and former government lawyer. He is also a duly accredited trained arbitration lawyer by the Philippine Dispute Resolution Center, Inc. . He was eventually named as a partner of the Firm in May 2022.
- Actively involved in the Integrated Bar of the Philippines (IBP), Mr. Destura currently serves as Governor of IBP-Eastern Visayas. He is also a member of the Inter-Pacific Bar Association.
