- Mr. CARILLO graduated magna cum laude from the University of Santo Tomas, where he earned his Bachelor of Arts, Major in Political Science. He also obtained his Bachelor of Laws from the same university. Both a veteran lawyer and educator, Atty. Carillo first worked as a paralegal at Abad and Associates. When he became a lawyer, he briefly served the government’s legislative branch, heading the legal staff of Senator Raul S. Roco’s Office. Thereafter, he engaged in the private practice of law for more than 14 years, specializing in labor and civil litigations in his own firm - - the Creencia Carillo and Baldovino Law Offices. In February 2011, he went back to government, this time in the executive branch, to work alongside with his law partner, whom President Benigno Simeon C. Aquino appointed as Government Corporate Counsel (GCC). There he supervised the work of the GCC’s staff and assisted the GCC in administering the Office of the Government Corporate Counsel’s (OGCC) operations as the principal and statutory law office of all government corporate instrumentalities, entities and financial institutions. He also served as Executive Director of the Institute for Public Corporate Governance.
- Three years later, President Aquino appointed him as Assistant Government Corporate Counsel (AGCC). He eventually headed the OGCC’s Education, Research and other Services Team (Team I, with the rank of a Regional Trial Court Judge) handling the legal needs of clients that included the various State Universities and Colleges like the Polytechnic University of the Philippines, Philippine Normal University, Rizal Technological University, etc., National Research Council of the Philippines, Metropolitan Waterworks and Sewerage System, Government Service Insurance System, National Kidney Transplant Institute, and Philippine National Construction Corporation. As AGCC, he had extensive experience in reviewing government contracts, rendering opinions, and representing clients in both litigation and arbitration. Today, Atty. Carillo is a duly certified commercial arbitrator.
- His devotion to law and education lured him to teach, handling courses in Political Law, Land Registration, Legal Ethics, Legal Forms and Writing and Trial Technique. He is also a recognized bar reviewer and a much sought after MCLE lecturer. While working in OGCC and with his continued link with the academe, the Supreme Court tapped him to serve as a Bar Examiner in Legal Ethics in the 2011 Bar Examinations, the pioneering work that implemented the historic 100% multiple choice question-type exams in the eight law fields, complimented by a lawyers’ skills examination on trial memoranda and legal opinion drafting. In the 2023 bar examinations, Atty. Carillo was tapped anew to be the Bar Examiner in Criminal Law.Recently, he authored his first book -- Bar Review Companion on Legal Ethics and Practical Exercises, published by Central Books. He is also an accredited trained arbitration lawyer by the Philippine Dispute Resolution Center, Inc..
- Atty. Carillo is a member of the Integrated Bar of the Philippines (Quezon City Chapter) and the Philippine Bar Association.
